Calendar Time Window for every other Sunday unless holiday Monday then Shifted

We run payroll once every two weeks.  The criteria for the job is that it needs to be run every other Sunday evening from its first scheduled Sunday run but if the Monday is a Holiday, it needs to be shifted back to run on the previous Thursday.  I've managed to create a Time window that would work if we were running every Sunday but I am having a problem getting it to work for every other Sunday.

Is there a simple way to create a calendar Time Window for every other Sunday starting from a fixed date in the past?
